Not all Adsense publishers are getting this premium Email support. This support depends upon the earning you make in a month or a week. Only Adsense publisher who is earning $100 per month [which is Adsense minimum payout] or $25/week are eligible for getting premium email support from Adsense.

Note: Google Adsense now also provide premium chat support for its publishers but that is only restricted to the publishers who are making $10,000 per month or more.

I too took Email support from Adsense and they were really fast and got reply from them within 24 hours, though they usually say that they will reply between 24-48 hr due to lots of emails from publishers.
